Chelsea Levo Feary
President & CEO
Chelsea Levo Feary serves as President & CEO of the Owasso Chamber of Commerce, where she leads strategic initiatives that strengthen business growth, workforce development, and community prosperity. With more than seventeen years of experience in economic development, her work has focused on business retention and expansion, small business support, job creation, public-private partnerships, and organizational excellence. Chelsea is the architect behind Owasso’s data-driven, community-engaged approach to growth, including long-range strategic planning, stakeholder collaboration, and innovative Chamber programming that connects business, government, and education.
An Oklahoma native, Chelsea grew up in Miami, OK. She is a graduate of Oklahoma State University, earning a Bachelor of Science in Journalism and Broadcasting with an emphasis in Public Relations. She began her career in the Chamber of Commerce profession, managing military and government affairs in Tennessee, Kentucky, and Tulsa before transitioning into local government. In 2008, she became Director of Economic Development for the City of Owasso, a role she held for fourteen years, leading major business recruitment, redevelopment, and incentive initiatives before returning to the Chamber world in 2022. She is a graduate of the Institute of Organization Management of the Association of Chamber of Commerce Executives and a graduate of the University of Oklahoma Economic Development Institute. She is a Certified Economic Developer (CEcD) and holds a Master of Public Administration from the University of Oklahoma. Chelsea is a frequent presenter to peer audiences on topics including strategic planning, downtown revitalization, TIF incentives, and public-private collaboration.
Chelsea is deeply committed to serving her community, both professionally and personally. She volunteers with St. Cecilia’s Catholic Church in Claremore and St. Henry Catholic Church in Owasso and serves on the boards of the Oklahoma Chamber of Commerce Executives, Owasso Economic Development Authority, Bailey Medical Center, Rogers County Youth Services, and Tulsa Area United Way. Outside of work, she enjoys running, walking, gardening, and spending time reading, writing, and exploring history and the arts. At home, Chelsea finds her greatest joy in time with her husband, John, and her family—children Ian, Emma, Meredith, son-in-law Jordan, and granddaughter Ruby Jo—along with her three much-loved cats, Augustine, Cecilia, and Sirius, who add plenty of personality and comfort to everyday life.
